It may be done by means of such free program as HandyCache

This program is a local proxy that may disable update of paclets from
web-servers (URLs like
http://pacletserver1.wolfram.com/PacletSite.bin
)
and/or store in a separate cache ".paclet"-files (for example
http://pacletserver1.wolfram.com/Paclets/CityData_Index-7.0.14.paclet
). This can disable update of paclets if you currently have no
Internet-connection or simply do not want to load megabytes of data...
