In my setup, $UserBaseDirectory and $BaseDirectory are the same -- and 
NOT a subdirectory of $InstallationDirectory.

The only totally satisfactory way I could resolve the mathpass file 
issue when having several versions installed was to move the mathpass 
for a version into the $InstallationDirectory's Configuration/Licensing 
subdirectory.
