Hi,
you do not have enough data points.
As a work around you may e.g. linear interpolate data points by:

data = Flatten[({#[[1]], 0.5 (#[[1]] + #[[2]]), #[[2]]}) & /@
     Partition[data, 2, 1], 1];
ListContourPlot3D[data, PlotRange -> All,
  AxesLabel -> {"\[Beta]", "\[Omega]", "Vo"}]

or you may use "Interpolation".
