In my experience a silly but effective trick to regain control of the
palette is to change your screen resolution to another setting and then
set it back. I often run into this problem when I take my laptop away
from my desk. At my desk I use dual monitors and the palette seems to
forget that it should be on my laptop monitor when I disconnect from the
second monitor.
