These, too, will do it. Both of them are better than my first
suggestion, but I think there's still room for improvement.

MapAt[Map[{#[[1]],f@#[[2]]}&,#]&,#,2]&/@data

MapAt[Map[MapAt[f,#,2]&,#]&,#,2]&/@data
