Ted, possibly ToPackedArray are not on you context path

either try

mydata = {{0.00100, 10., 0.}, {0.00100, 10., 0.00100}, {0.00100, 10.,

myPackedData = Developer`ToPackedArray[mydata, Real];
Developer`PackedArrayQ[myPackedData]
