Your idea is good, but the syntax is not. Try:
In[5]:== Select[pairs, 5 >= #[[2]] >= 3 && 10 >= #[[3]] >= 7 &]Out[5]==
{{5, 3, 9}}The double ampersand "&&" means "And". A single ampersand "&" means "Function".
