Legal syntax is helpful:

pairs = {{1, 3, 4}, {2, 4, 6}, {3, 6, 7}, {4, 1, 8}, {5, 3, 9}, {6, 2,
      10}, {7, 5, 11}, {8, 2, 13}, {2, 3, 4}, {5, 6, 7}};
Select[pairs, 5 >= #[[2]] >= 3 && 10 >= #[[3]] >= 7 &]

{{5, 3, 9}}

Cases[pairs, {a_, b_, c_} /; 3 <= b <= 5 && 7 <= c <= 10]

{{5, 3, 9}}
