Can't get FindMinimum[] to quit using value specified by

I am using FindMinimum and I have been forced to use the Catch and Throw commands to get the routine to stop running after a specified number of iterations. Any help, or any ideas as to why I can't seem to get the built in MaxIterations to get the routine to stop? Thank you for any help. -Nate Pollesch
