In the Textual Forms sub-palette of the Complete Characters palette you
will find has the ‘curly quote’, “curly double-quote”, and
«Guilemet»
or, as a Mathematica Notebook cell:

find has the \[OpenCurlyQuote]curly quote\[CloseCurlyQuote], \
