Scott,

It works OK for me.
Have you entered  BarChart  before loading Graphics`Graphics` and tried to
use it after loading the package?
If so you need to evaluate Remove[BarChart] to get rid of the previously
created symbol (its full name is Global`BarChart and it gets in the way of
("shadows") the symbol Graphics`Graphic`BarChart that is created and defined
by the package).
