it works fine for me...
i would only get
In[1]:=
ImplicitPlot[x^2 + 2 y == 3, {x, -2, 2}]
Out[1]=
ImplicitPlot[x^2 + 2 y == 3, {x, -2, 2}]
if i don't load the package?
but i see you have loaded it... weird
