mathematica 4.0 + NET/Link doesn't work?

Hello,
actually i have mathematica in version 4.0 installed. Now i want to
build a UI for a given mathematica program.
I have downloaded MathLink, J/Link and NET/Link from www.wolfram.com,
and so they should run in the latest version.
But when i want to initialize the Link, i got an error:
