How can I increase period of waveform from 1 cps (hz) to 4000 cps

How can I increase period of waveform from 1 cps (hz) to 4000 cps (hz)
and make it stereo instead of mono

Greetings All

I can create a 1 second mono signal using the piecewise function below
but I would like it to be
be repeated 4000 times in 1 second how can I do this?  And how can I
turn the mono signal created into
a stereo signal?
