Use CreatePalette with the option WindowFloating ->True.

Or, for existing palettes, use the Option Inspector, select the palette
notebook, and go to Notebook Options > Window Properties > WindowFloating.

Dear All,

Is there some way of configuring Mathematica 7 to have the active
palettes being showed whenever one has the Mathematica main window on
the front? As it is now, the palette window stays behind other opened
windows, which is tremendously inconvenient, as one has to look for
the palette window behind the other opened windows (of other
programs).

My operating system is Fedora 10.
