An addendum to my problem ... the population results are given as the mean  
and standard deviation of all the 401 subjects in the program. If the  
number of students in the population is used instead of the number of  
teaching subjects, population2 becomes:
population2 = {18174, 0.50}
(However, a change from {401, 0.50) doesn't seem to make much difference.)
