Non-linear GeometricTransformation?

I was wondering if I could somehow by some trick get 
GeometricTransformation to do non-linear transformations, i.e., have 
the 2nd argument (the matrix, {{1, 3},{3, 1}}, in this case) involve 
locations within the Graphic being transformed. Is there any function 
to get points of a Graphic?


Graphics[GeometricTransformation[Disk[], {{1, 3},{3, 1}}]]
