Foreground/background program windows with Mathematica 4.0 in Win98

Sometimes I start a session of Mathematica 4.0 in Windows 98 with another
programs open on my desktop. For a while, I have no problem bringing the
other program to the foreground over the Mathematica "windows" (the
title/menu bar and the notebook window) when I click that program's button
on the Win98 taskbar. Occasionally, however, after being in Mathematica for
a while, Mathematica will not relinquish the foreground. If I click on the
taskbar button of a hidden program, the title bar of Mathematica goes gray,
but the clicked program does not come to the foreground. I must minimize
Mathematica to see the other program.
Is it just me, or has anyone else experienced this phenomenon?
