When the curser looks roughly like )---( , this happens when it is outside all existing cells, then if you click it will change to a horizontal line, ---------------------------, across the window. The click does not itself create a new cell. To create a cell you must start typing - just like you found. If the click did create a new cell then we might accidentally make new cells and have to delete them.
