TeXForm of TeX accents

Hello!

Anyone can fathom why the following different treatment
of two TeX accents in strings:

      In:  TeXForm["\'a"]

      Out:  \'a


      In:  TeXForm["\`a"]

      Out:  $\backslash ` $a

"4.2 for Power Macintosh (August 23, 2002)"
