There's a syntax error here. The rule should be written as:
ConversionRules->{"TeX" -> {"\label{foo}", ""}}
and this works. It seems more typical for the label to appear after the
cell's content, so perhaps
ConversionRules->{"TeX" -> {"", "\label{foo}"}}
is better.
