You need to unzip the archive into:

  c:/Wolfram Research/Mathematica/5.1/AddOns/Applications/StableDistribution

The package author probably should have created the zip so that all the
files were in a folder StableDistribution, but he did not, so you must
compensate!

I did it with Mathematica 5.2, actually, under Windows XP, and it seems
to be working OK.
