Correct place to report probable bugs

For some of the messages posted to this group, the original poster
suspects that their issue is related to a bug in Mathematica. In such
cases, should the question also be submitted somewhere else? Or is
this list monitored by WRI in such a way that any bugs reported/
discovered here are appropriately logged?
