I think that it is certainly good to be aware of some of the more
nasty/unexpected bugs (like the Tally bug from 6 that was fortunately
fixed in 7). A public database would help with that.

It's not exactly a bug database, but it needs no setup, and it's
accessible to anyone. The company may choose to participate if they
wish so.
