File | Print Settings | Show Page Breaks 

Use - 

Insert | Page Break 

- to manually set the breaks.  

Images are one cause of half-pages.  These can be reduced in size by right-clicking on the image and selecting one of the limited scaling options - 50%, 25% etc.   If the proper scale cannot be achieved using Mathematica, print the image to a graphic file,  resize with image processing software and then reimport the custom scaled graphic.
