it sounds like you need to change the version of Mathematica that the 
Workbench is pointing to. Open the preferences, select Mathematica, and 
you will see the list of installations, and from here you can edit one 
and change the path that it points to.

If Mathematica wasn't started by the Workbench then you wouldn't see the 
DocumentationTools setup, which I think is why you don't see them when 
you open version 8. Once you have pointed the workbench at version 8, 
everything should be setup correctly.

Everything with Wolfram Workbench 2.0 does work Mathematica 8, including 
documentation work, but we are working on an update, but no timeframe is 
available at this time.
