Surely you jest?

You could do a Google search on "mathematica package download". I just 
did and got about 252,000 hits!  Even some attempt at excluding some 
types of hits would still undoubtedly produce such a formidably long list.

What we need is some little utility that spies upon Mathematica users' 
computers, noting whenever some 3rd party package is loaded and then 
forwarding the identity of that package to a central site, where the 
data can be summarized and the most popular packages enumerated. ;)

More seriously, of course you could see what's available at 
http://library.wolfram.com/.  And perhaps somebody could cull the start 
of the sort of list you want from MathGroup posts that mention 3rd-party 
packages.
